KEY VALIDATION AREAS
The DOST Certification of S&T Foundations involves a comprehensive evaluation process to determine an organization’s capacity, credibility, and alignment with the objectives of advancing science, technology, and innovation. As part of the assessment, applicant organizations are evaluated across the following five (5) key validation areas covering their organizational, operational, financial, and programmatic capabilities.
These validation areas serve as the basis for determining the organization’s readiness and ability to implement science and technology-related initiatives effectively. Through this process, the DOST ensures that certified foundations uphold standards of accountability, sustainability, and meaningful contribution to national development.
Programs, Projects, and Activities
Evaluates the foundation’s PPAs in terms of their alignment with DOST priorities and societal needs, expected impacts and innovations, adherence to ethical and financial standards, sustainability, and the presence of effective monitoring and evaluation mechanisms, as well as the institution’s overall capacity to implement multiple PPAs simultaneously.
Legal and Administrative Compliance
Establishes the foundation’s legal existence and compliance by requiring authentic organizational documents, proper registration with oversight agencies, and adherence to DOST certification guidelines, thereby affirming its legitimacy and accountability to government and stakeholders.
Organizational Governance and Management
Underscores that effective governance, through a duly constituted and functional Board of Trustees, sound decision-making processes, and strong internal controls, ensures the foundation is managed with integrity, accountability, transparency, and strategic oversight.
Human Resources and Operations
Assesses the organization’s capacity to deliver on its mission by evaluating staff qualifications, volunteer engagement, financial management practices, and operational systems that support effective program implementation and resource management.
Facilities and Resources
Evaluates whether the organization has adequate facilities, technical resources, and logistical support to sustain its operations and ensure the effective and efficient delivery of its programs and activities.
